The government could not fulfill their pledge to do away the Preliminary Examination (PE) last year, nor did they do away with it this year. The Prime Minister apologised to the university graduates while responding to questions raised by some of the graduates at the on-going National Graduate Orientation Programme.

Lyonchhen Tshering Tobgay says, the government discussed with the Royal Civil Service Commission (RCSC), to do away the PE. But the RCSC did not accept the request.
Lyonchhen added that there are some inconveniences to fulfill such pledges, as the government needs to deal with the constitutional institutions.
“In democracy, there is check and balance. If everyone think whatever we do or think should be implemented, then it won’t work well. There are many different constitutional institutes with its own mandate and authority. That’s why it is important to work with it accordingly,” Lyonchhen says.
This year’s Preliminary examination was conducted last weekend and the results are due on the end of this month.
