There is a very thin possibility in doing away with the Preliminary Examination (PE). However, it looks like university graduates will no longer have to sit for a common paper unlike the past. This is because the government together with the Royal Civil Service Commission (RCSC) is in the process of discussion to set separate questions for graduates in different field. The issue was once again raised in the question hour session of the National Assembly, today.
The Panbang MP, Dorji Wangdi, enquired on the progress made with regard to preliminary examination. He said university graduates are confused whether they will be sitting for the preliminary exams or not.

He asked the Labour Minister to clarify and give a definitive answer. There was no definite answer but the minister, however, said that the government is currently discussing with the RCSC.
Meanwhile, the home minister, Damchoe Dorji, told BBS that all university graduates have to sit for a common paper. This, he said, is one of the main issues. The minister said this was not fair since the graduates graduated from different fields like technical, arts and commerce.
He added that PE is a screening process and the government is discussing with RCSC for the possibility of setting different questions to university graduates in different fields. Lyonpo said that for some university graduates in specialised field, PE might not be necessary.
