Draft guideline drawn to grant government schools autonomy

DEOconferenceGranting autonomy to the government schools in the country is one of the new policies initiated by the Education Ministry. The objective is to empower schools to provide quality education. To implement this, a draft guideline on autonomous schools was tabled for deliberation at the Dzongkhag Education Officers’ conference in Thimphu, yesterday.

The draft guideline says autonomy would be given in the areas of human resource, budget, curriculum and assessment practices. It also includes preparing school schedules to ensure proper implementation of academic and non-academic programmes and school governing.PM-DEOConference

The draft guideline, however, has certain obligations that autonomous schools must follow. The schools must abide by the government policies such as enrolment procedures and education ministry’s school audit programme.

Besides this, autonomous schools will have a delivery and performance agreement signed between principals, education ministry and dzongkhag administrations. The agreement will allow concerned officials to assess the performance of the schools. Prime Minister stressed on how important it is for every school to have strategic road map for achieving excellence in education.

Meanwhile, the education ministry has asked the all the Dzongkhags and thromde education officers to share the draft guideline on autonomy with the principals.
