WTO: can Bhutan gain?

The debate on Bhutan’s accession to the World Trade Organization (WTO) has resurfaced after the recent WTO ministerial conference in Bali. Upon returning from the conference, the Economic Affairs Minister Norbu Wangchuk shared that it is no longer about if Bhutan should join the WTO but when Bhutan should join?

Is Bhutan’s stance going to change according to the government of the day? Or will Bhutan’s accession to the WTO be decided by the study done by Bhutan’s negotiating team that was formed right after observer status was granted to Bhutan some 15 years back?
