
The export, production and manufacturing, and wholesale and retail trade sectors together contributed over 30 per cent of the country’s GDP between 2015 and 2023. However, a review report by the National Council’s Special Committee for Business Plus shows that despite their significance, these sectors continue to face persistent bottlenecks. The committee has proposed 14 recommendations to improve and strengthen these sectors.
The report found that exporting goods remains costly and complicated, despite policy reforms.
While India and Bangladesh remain the biggest markets for the country, border-related challenges remain.
“The Suvidha fees are creating obstacles for our exporters. The charges vary widely from Nu 1,200 to Nu 10,000, depending on the type of cargo and the number of wheels on the vehicle,” said Phuntsho Rapten, Chairperson, Special Committee for Business Plus.
To address the problem, the committee recommends waiving the fee in discussion with the West Bengal government. Otherwise, suggested introducing one standard rate for all.
The report also highlights concerns from production and manufacturing industries, which rely heavily on clean and affordable electricity.
With the introduction of a single uniform electricity rate, high-voltage industries have seen a significant increase in power bills. Medium and low-voltage groups, however, now pay less, putting additional financial pressure on the high-voltage industries.
Meanwhile, the wholesale and retail trade sector, especially in border towns, continues to struggle post-pandemic. The study found that slow customs clearance, restricted operating hours, and the absence of cold storage facilities are further delaying recovery.
Although the Integrated Check Posts were set up to ensure efficient border management, the report says existing infrastructure remains inadequate.
“These issues need urgent government attention and improvement. One important step would be to introduce a modern, integrated operating system, along with automation and a single-window clearance system. Such upgrades would greatly enhance efficiency and help both exporters and importers by reducing delays and streamlining the overall clearance process,” added Phuntsho Rapten, Chairperson, Special Committee for Business Plus.
