BCTA addresses safety concerns at Thimphu driving test area

To address safety concerns at the driving test area in Thimphu, the Bhutan Construction and Transport Authority, BCTA, has been searching for a new location since last year. While the search continues, they have secured permission to clear a stretch near the current range from the Thimphu Thromde as a temporary measure.

In Thimphu, following a theoretical test, individuals take practical tests at the Bhutan Construction and Transport Authority’s Head Office driving range to get a driver’s license.

However, the public raised concerns that the driving test range at the BCTA Head Office is not safe enough for aspiring drivers.

“The driving test area at BCTA poses some risks, particularly because aspiring drivers are not confident. When they come for testing right after being learners, there is potential for the vehicle to jerk forward, as the drivers may not be proficient in handling their vehicles smoothly. Unlike driving institutes, there are no emergency stops such as tyre barriers. Therefore, when jerks happen, there’s a risk of people colliding with walls and sustaining injuries,” said an aspiring driver.

“When conducting highway tests, there are risks of accidents as the area is crowded with vehicles and people,” said a spectator.

“I did not expect so many people here. Regarding how they conduct the tests and the system in place, I do not see any flaws. However, the test area is quite congested with people and vehicles, which is causing inconvenience,” said an aspiring driver.

In addition, people are urging safety measures such as the installation of barriers along the highway test road at the BCTA Head Office.  This is due to the risk of vehicles swerving off the road and into the river.

According to the BCTA, they haven’t received reports of major safety issues. However, they relocated the highway test to the BCTA premises due to traffic and safety concerns.

The BCTA got the approval to use Thromde’s land near the driving test range with the condition not to construct a permanent structure. They will clear the land to improve safety.

The authority told BBS that they handle all driving tests themselves as driving training institutes have different facilities.  The move is also expected to ensure fair and consistent driving tests nationwide.
