To improve service delivery and reduce administrative burden among the civil and public servants, the finance ministry launched the electronic Government Vehicle Quota System today. The system will eliminate manual and clerical tasks.

Civil servants in P3 level and above are entitled for a vehicle quota free of customs duty and exemption on sales tax up to a ceiling of Nu 800,000. The Pay Revision Act 2019 gives civil servants the option to apply for the monetary value of vehicle quota of Nu 250,000 or Nu 350,000 to purchase an electric vehicle. They can apply online through the electronic payment system while claiming the monetary value of the vehicle quota. But they have to come in person to the finance ministry while processing vehicle quota.

Now, with the launch of the system, they need not come in person.

“Every year there are over 1000 eligible applicants. Those in Thimphu can easily come here and complete all the formalities. But in other Dzongkhags and those living in far places are required complete all paper works. Most of them give authorization letter to people they know in Thimphu and get their quota. So the  challenge is they are not able to give all the required documents,” said finance secretary Nim Dorji.

The electronic Government Vehicle Quota System can be availed through the finance ministry’s website.

In fiscal year 2020-2021, over 600 civil servants applied for vehicle quota.
