Joint Sitting to decide the Disaster Management Bill

The National Assembly and the National Council will hold a Joint Sitting to discuss some sections of the Disaster Management Bill 2012, decided the National Assembly, today. The National Assembly could not endorse 11 sections in the Bill which were forwarded by the National Council. These sections will be re-deliberated in the Joint Sitting.

During an extensive two days deliberation, the members discussed if there is a need for the Chairperson for the Dzongkhag Disaster Management Committee, to issue a written order during a response and relief operation. Some members said, it is not possible to issue written order during the time of disasters, as proposed by the National Council.

The members also argued that the National Council’s amendment to designate a Dzongkhag Disaster Management Officer is not necessary.

The members also expressed the need to classify different kinds of disasters.

Today, the members discussed extensively on whether a person, who obstruct any authorized person discharging the function of the Act, shall on conviction, be liable for petty misdemeanor.
