NC to deliberate on five bills during this session

The upcoming 26th session of the National Council will deliberate on five bills including re-deliberation on Entitlement and Service Conditions (Amendment) Bill for the Holders, Members and Commissioners of Constitutional Offices of Bhutan 2020 and on the Lhengye Zhungtshog Bill of Bhutan 2020. Besides these bills, two other bills will also be deliberated during the Joint Sitting of the Parliament.

Bills include The Mines and Minerals Bill of the Kingdom of Bhutan 2020, The Negotiable Instruments (Amendment) Bill of the Kingdom of Bhutan 2020, Fiscal Incentives (Amendment) Bill of Bhutan 2020 and re-deliberation on two other bills.

Reports will be also discussed including the report on RNR Marketing Policy and Strategies and Annual Anti-Corruption Report 2019.

“Others include BIMSTEC Convention on Cooperation in International Terrorism, Transnational Organized Crime and Illicit Drug Trafficking and The Charter (Amendment) of the SAARC Development Fund,” said Jigme Wangchuk, the Dy. Chairperson of the National Council.

Among other important deliberations in the joint sitting, deliberation on the disputed clauses of the Penal Code (Amendment) Bill of the Kingdom of Bhutan 2019 will also take place. The joint committee consisting of members from the two Houses agreed to amend 21 disputed clauses and keep three clauses as it is in the Penal Code of Bhutan.

“The three clauses that will be kept as it is are Section 177 on Rape, 214 on Grading of Unnatural Sex and 438 on Crime against the Public Election,” said Ugyen Namgay, the Member of Parliament of Haa.

The parliament session will start from tomorrow and the National Council session will begin from Friday.
