3rd programme on professionalising public service launched

To enhance human resource development of the government agencies and public officers, the Royal Civil Service Commission (RCSC) launched the third programme on professionalising the public service yesterday. The three-year programme aims to train 100 civil servants.

RCSC and Singapore Polytechnic signed the Note of Understanding in the presence of the Health Minister Dechen Wangmo and the Chairman of Temasek Foundation International of Singapore, Goh Geok Khim.

“Basically it involves seven ministries. When they go through the process within their own ministries to identify needs, problems and the competency they want to achieve and how they are applied. This will then cascaded down to the rest of staff,” Johnny Tan Cheng Hye, the Deputy Chairman of Singapore Polytechnic, said.

Singapore Polytechnic will provide necessary technical support to develop human resource capacities while Temasek Foundation International will provide funding support for the programme.

“We will be training selected civil servants who would eventually develop and design professional standards for civil service. For example, one of the occupational groups that we are going to select will be engineers. So at the outcome of this programme, we will have some engineer standards as well as engineer licensing and certification programme. So eventually we are hopeful that the engineering council gets set up, this standard and certification frameworks will be very useful for the engineers in the country,” Tashi Pem, the Director of RCSC, said.

Other targeted civil servants would be TVET teachers, Human Resource Officers which will ensure accreditation and standardisation of their profession.

The three partners signed its first note in 2014. Under the programme, RCSC introduced Design Thinking training and developed Competency-Based Frameworks for civil servants in 2016 and 2018 respectively. It is to provide skills to civil servants to solve complex problems, identify opportunities, generation of innovative ideas and provide realistic recommendations.

As a part of the programme, 30 Master Trainers were also certified yesterday. They certified for training other civil servants to build their capacity in developing Competency Based Frameworks and implementation in their respective organizations.
