Prime Minister Dr Lotay Tshering said, “we need to change the way we think. we need to change the way we do things” echoing His Majesty’s expectations from civil servants. He was speaking at the 23rd convocation for 2018 graduates of the Royal Institute of Management (RIM) in Thimphu today.
