Government to regularise all contract employees

The government will regularise the contract employees in all sectors and not just the education ministry. However, Prime Minister Dr Lotay Tshering said this does not mean they will be regular civil servants. He shared this during meet the press session yesterday.  

Prime Minister cleared that contract employees cannot be regular civil servants as the Royal Civil Service Commission (RCSC) works with their own set of rules. For RCSC, minimum qualification is diploma and bachelor’s degree.

He added government has other ways of regularising contract employees.

“We will have a long term contract provision where they will be entitled to pension and provident fund. They will be entitled to regular upgradation too. And if they perform well they will also be entitled to an extension of the contract. Similarly, we are trying to work on a mechanism whereby RCSC’s objective of keeping civil service small compact will also be respected.”

He added that the government is working on a scheme where a person will get to enjoy his working tenure as long as he/she proves his worth.

At present, the prime minister said the biggest drawback of civil service in the country is that once an individual enters civil  service,irrespective of their performance, they are there to stay until their superannuation.

He said a contract is advantageous for both employer and employee. For the employer, they have the advantage of hiring and firing and for the employee, one gets to perform and earn more.

The issue of regularising contract employees first came up in the question hour session of the parliament. A motion on retaining gaydrung or gewog clerk’s post was also endorsed by the parliament that ended recently.
