Norgaygang Gup files case against Home Secretary and two others- Samtse

The Norgaygang Gup in Samtse filed a case against the Home Secretary, the Dzongkhag Tshogdu Chairperson and the planning officer today for alleged administrative lapses. The case is related to training for Tshogpas held in Phuentshogling in May 2019 when the secretary was the Dzongda there.

According to the Norgaygang Gup, not informed about the postponement of the training, three Tshogpas of Norgaygang Gewog had already reached Phuentshogling. The Tshogpas through the gup then requested a clarification from the Dzongkhag Administration in one of the dzongkhag’s official WeChat groups. But the dzongkhag claimed to have informed the Tshogpas about the rearrangement.

Then the Dzongkhag issued a warning letter to the Gup, Mangmi and four Tshogpas for reporting false information as per the Local Government Act.

Unhappy with the action, the Gup wrote to the home ministry. In his letter, the Gup also said the training duration was supposed to be for three days but instead a four days training was held. On the other hand, the certificate reflected as five days.

The home ministry had then written to the Dzongkhag Tshogdu chairperson to solve the case as per the LG Act and write back. However, after receiving no updates from the chairperson, the Gup also wrote to the chairperson in August but there was no response. Meanwhile, the Norgaygang Mangmi said he also did not receive any clarification on why he was given a warning letter.

The Gup claims the former Dzongda then held a grudge against him. He also alleges the former Dzongda then made an issue out of the construction of Chugu Farm Road. The case is currently in the Tashichhoeling Dungkhag Court.

Demotivated to work, the Gup, Mangmi, and Tshogpa of Joenpang-Linggarnang chiwog tendered their resignation this year which was however turned down. The Home Secretary, the Chairperson and the Planning officer said they have no comments for now.
