The clause reflected in the National Council Amendment Bill which, the Home Minister, Damchoe Dorji, said violates the Constitution. “The Articles 10 and 24 of the Constitution states that anyone to participate in the democratic elections must be of minimum 25 years old.”
Many parliamentarians agreed that the younger lot would be deprived the opportunity to contest for the National Council, if the clause is endorsed.
