Gewogs in Trashigang dzongkhag will have an engineer in their gewog by the end of this month. This was decided during the 7th session of Dzongkhag Tshogdu after the issue was raised continuously by the local leaders.
Local leaders of Trashigang Dzongkhag has been raising the issue in every Dzongkhag Tshogdu about the need of a separate engineer and accountant in their gewogs.
The issue was raised again in the 7th session of Trashigang dzongkhag Tshogdu. Till now the dzongkhag could not provide because of engineer shortage in the dzongkhag and no clear-cut order from the relevant agency.
Phongmey Gup Pelden Dorji said the government has allocated a huge budget in gewog where the gewog development plan activities have also doubled, and without an engineer, all these funds will get underutilised or misused.
“A Gup only discusses the development activities needed in the gewog with public and after that starting from planning, budget estimation, drawing and monitoring work has to be done by an engineer. Gewogs have been facing a lot of problem in implementing the planned works because we don’t have an engineer,” said Pelden Dorji, the Phongmed Gup.
After an hour-long discussion, the dzongkhag tshogdu chairperson requested the dzongkhag to manage and send engineers and accountants in gewogs by the end of this month.
“Gups put agenda and raised issue in need of engineers and accountants in every dzongkhag tshogdu, While the dzongkhag has been postponing this issue to discuss in next session several times but in the last session they said they got verbal instructions to retain engineers in Dzongkhag but we ask them to prove it, they said they will show in this coming session but now they have accepted to send engineer,” said Kinzang Dorji, the chairperson of dzongkhag tshogdu.
Dzongkhag Engineer Officer said they have deployed eight engineers, one engineer for every two gewogs right after the tshogdu decision and they will be placed by the end of this month.
Regarding accountant, Trashigang Dzongrab said Gewog won’t face much problem without an accountant, and the new electronic public expenditure management system (e-PEMS) also requires more accountants in the Dzongkhag. The Dzongkhag is not yet familiar with the new system and to minimize errors, more accountants are required to crosscheck it.
At Present Trashigang Dzongkhag has 13 accountants and 12 engineers.
