The wait for a decent multi-sports arena is still not over for sports lovers in Tsirang. Three and a half years ago, the construction of a single-storied indoor sports hall was started in Damphu town. Today, it still remains incomplete and works are currently on halt. Meanwhile, the contractor, after having his contract terminated, has taken the matter to the dispute settlement centre.
The works to construct a single-storied multi-sports hall began in February 2020 and was supposed to complete in May 2021. However, the contract duration got extended till January 2022 considering the disruptions caused by the Covid pandemic.
The contractor was given another time extension of eight months, but the project still remained incomplete.
The contractor worked on penalty for a few months meaning he was fined for every delayed day. The contractor then requested the district administration to pardon the penalty but it was declined as the contractor was given several contract extensions.
The contractor told BBS that difficulty in hiring skilled foreign workers and importing construction materials delayed the work
About 80 per cent of works were reported to have been completed as of January. The Tsirang Dzongkhag Tender Committee terminated the contract in February this year.
The contractor has to pay back over Nu 2 M. However, dissatisfied with the decision, the contractor has registered the case for arbitration and the two parties are waiting for its first hearing.
Meanwhile, sports enthusiasts in Tsirang remain hopeful the remaining works will be finished soon.
“The indoor multi-sports hall will help protect us from sun and rain. But at the moment, it is difficult for sports lovers during sunny days and when it rains,” said Kinley Namgay, a sports lover.
“It would be better if the indoor sports hall completes soon. We have many higher secondary school graduates lying idle after their studies. The sports hall will keep them engaged,” said Bishal Monger, a resident.
Once complete, the sports complex will have volleyball, basketball, badminton and table tennis courts. The hall will also offer spaces for boxers and karate enthusiasts.
