Starting tomorrow, movement of vehicles beyond the district will be allowed but with prior permission from the Police. This is after allowing vehicle movement within one’s district in the third phase of unlocking the lockdown in the country. Earlier the Prime Minister announced that registration for inter-district movement is to ease the contact tracing processes in case a positive case of COVID-19 is detected from the community.
“Till now, through our experience, we have struggled mainly to trace the contacts of COVID-19 positive cases who have travelled from district to district. That is why if we register, we can easily trace the date of travel, type of vehicle and also the passengers in the vehicle. There must be lots of inconveniences but we request our people to follow this until the end of the pandemic,” said Dr Lotay Tshering, the Prime Minister.
To register with the police for movement beyond the district from tomorrow, people can visit the website at http://cpms.rbp.gov.bt Travellers will have to fill up vehicle number, vehicle type, date of journey, destination, license number and passenger details among others. The Check Post Management System will track all vehicles and people through entries and exits at the checkpoints.
“The works of over ten people will be carried out by a single person in this system. It is called ICT enabled society with information technology. The system has been developed with support from MoIC. People will not have to call person to person now. As people go to the website, anyone can easily register and with the system can show all details with one’s CID number,” said Ugyen Norbu, the Officiating Director General of the Road Safety and Transport Authority.
In the process to monitor movements, 32 police checkpoints have been set up across the country.
Police officials said, for those who do not have smartphones or are unable to avail the service, they have other means to register with the police.
“If an individual reaches a checkpoint without prior registration with the police, we will help them register. This way, we have several back-up plans. We will also give a toll-free number where they can call to register if they cannot register through the website,” said Colonel Phub Gyeltshen from the Royal Bhutan Police.
The toll-free number 1010 will, however, be open from 9 AM to 5 PM only.
For public transport like buses, respective ticketing counters will register the passengers upon the sale of tickets. For taxi, respective drivers and passengers should jointly register on CPMS before travelling.
However, RSTA officials said no vehicle movement is allowed to and from the Southern bordering districts.
