Service Level Agreements inked to establish TISCs networks in Bhutan

Three Technology Innovation and Support Centres (TISCs) will soon be established in the country. In line with this, two Service Level Agreements (SLAs) were signed in the capital, yesterday.

While one was signed between the World Intellectual Property Division (WIPO) and Ministry of Economic Affairs, the other was inked between the Department of Intellectual Property (DIP) and the three host institutions.

The three host institutions are: College of Science and Technology (CST) in Phuentshogling, Jigme Namgyel Engineering College in Dewathang and Thimphu TechPark Limited. The TISCs will be established in these technical institutes.

The signing of SLAs will facilitate access to technology information to develop local proficiency and capabilities for innovation and exploitation. It will also enable three technical institutes work in full participation of the global knowledge economy.

The main objective of this initiative is to provide innovators and creators with access to high quality scientific and technological information, and related services. And to help them to exploit the innovative potential, and create, protect and manage Intellectual Property Rights.

“There is already so much information freely available in terms of patterns as well as patent and data basis. So, Service Level Agreement would permit us to make this information available to technical institutes, which will boost their innovation and creative element,” told Kinley Tenzin Wangchuk, Director General of DIP to BBS News.

His views were echoed by the President of College of Science and Technology. “Though students and people create new products, we really do not have an organisation to take care of patent as well as the product. So in due course of time when TISC comes up, our students as well as people in Bhutan would have an opportunity to register their innovations and products,” underlined Dr. Cheki Dorji, President of CST.

The establishment of the TISCs is being carried out with assistance of the WIPO.
