Trashigang DTC rescinds contractor’s Merag BHU construction contract

The Dzongkhag Tender Committee (DTC) in Trashigang terminated Zhangchong Construction Company’s contract: construction of new Basic Health Unit (BHU) grade II in Merag Gewog.  

The tender committee reasoned that, besides failing to complete the work on time, the contractor did not turn up for the tender committee meeting to clarify why his contract missed the deadline.

DTC said the contractor was asked to attend the meeting on March 27. But, the contractor had sent the letter, stating “he will come to meet the committee on April 5.”

After failing to report on the said date, the contractor requested the committee that he will meet them on April 11. The tender committee heeded his request, but he didn’t keep his words.

“The main reason for termination of the contract is that he failed to turn up even on 11th April. We have done it in accordance with the contract rules,” said the Deputy Chief Dzongkhag Health Officer, Tshewang Dorji, who is also the member of DTC.

When BBS contacted the contractor, he remained unavailable for the comment.

The DTC awarded the BHU construction work to the contractor in 2015 and as per the contract, the work had to complete by mid of 2017. But, as of now, about 80 per cent of one-storey BHU and three-unit staff quarters have been complete.

Since the present BHU is not well-equipped in terms of infrastructure and other medical facilities, the local leaders are hoping for the construction to complete soon.

“Internal structures of the existing BHU are in real bad condition. Wooden floors have been tattered and the doors are damaged. Water system is not good. The structure is just like an ordinary village house,” told Mangmi of Merag, Phurpa.

The government is funding NU 7.1m for the new BHU construction project in Merag.
