Paro’s NC MP, Kaka Tshering said the current process is not always advantageous

“For instance, the procurement of return a flight ticket from Geneva is higher by Nu 70,946 per head in business class and by Nu 15,510 in economy.”

Another Eminent Member, Tashi Wangyel said a government official was invited for an official business to America, three months ago.

He said the official was asked to procure ticket and when his office invited tender, the cost turned out to be three times more.

The members of the Upper House said such incidences are a huge dent to government’s limited coffer.

The members also proposed procurement of certain items be categorized as “off the shelf item” as an alternative to opt for cost competitive measure.

Bhutan spends around 17.6 percent of the GDP on procurement annually.
