Chang Ugyen manipulated and tampered documents: OAG

ChangUgyenCaseThe Office of Attorney General (OAG), in their rebuttal submission to the court, said the 3.02 acres land in Omkha and seven-acre in Lubding in Lungtenphu were acquired through illegal means- by tampering and manipulating documents.

The OAG submitted their rebuttal against the former Royal Advisory Councillor, Chang Ugyen, yesterday.

OAG said the manipulation was carried out in collusion with the then employee of the National Land Commission, Sonam Norbu. Chang Ugyen was serving as the Gup of Chang Gewog then in 1987-89.

OAG also submitted to the court that Sonam Norbu was given three acres of Sokshing land as a bribe in name of Sonam Norbu’s late mother in-law.

Chang Ugyen had earlier submitted to the court that he had inherited the land from his parents. The OAG refuted the claim by saying if it was ancestral land, it should have been reflected as one  in the old Thram.

OAG also said only 0.02 decimal land of Omkha was reflected in the Thram but the seven acre land in Lubding was not reflected in the old Thrams.

Chang Ugyen had said the documents cannot be manipulated as it had to go through committees and agencies. However, OAG said no documents were routed through the committee.

Chang Ugyen’s Lawyer, Ugyen Dorji, submitted to the court if the OAG could provide them with the investigation report so that they could rebut accordingly.
