The two-day Dzongkhag Tshogdu meeting in Zhemgang saw discussion among the members regarding the delay in releasing capital budget for the financial year of 2013-2014.
The Local Government leaders said without the budget on time, all planned activities will be delayed. They said the execution of the planned work has been already delayed by almost three months and allocated budget might return to the government.
“We doubt whether the target will be achieved,” said the Bardo Gup, Kinzang Jurmey.
They also said the plan activities are must and works should begin on time given that Zhemgang is a developing dzongkhag.
The Chairman, Dorji Wangdi, the finance ministry has informed the dzongkhag administration not to carry out any plan activities until the release of the actual budget. “Even if the budget goes back, we can always review the particular planned activities that were left and work on it.”
Dorji Wangdi also said normally, they start executing plan activities by July. “But, this time we cannot. However, I hope that we would be able to work as per the plan without any problems”
Zhemgang has proposed a budget of over Nu.400 million for the first quarter of the financial year of 2013-2014.
