Labour ministry changes its decision, can employ 5 not 2

With just a day left for the labour ministry to reinforce its work permit system it has made some changes in its notification issued in June. The ministry says restaurants can now employ five and not two foreign workers. The ministry is also looking at increasing the number of foreign workers that the hotels can hire.

The Bhutan Chamber of Commerce and Industry (BCCI) has also proposed for increase in the number of foreign workers that the hotels can hire. In the proposal letter, the BCCI stated that the category of hotel has not been taken into account. Irrespective of whether it’s a big or small hotel, the number of foreign workers specified is the same. Therefore, the BCCI proposed for increase in the foreign workers for the hotels according to its category.

The labour ministry’s Director General, Pema Wangda, said a committee comprising of representatives from the labour, immigration, trade and industry reviewed the proposal and agreed to look into the matter.

However, the number of foreign workers prescribed for the other businesses listed in the notification remains unchanged.

The businesses are electronic, shoe repair and tailoring shops, hair cutting saloons, bakeries, pharmacy and gold or silver smiths. The labour officials said such businesses in other parts of the country are not allowed to hire foreign workers. But the border towns are being permitted considering the situation. However, the officials say the arrangement will be valid only for two years.

Meanwhile, labour officials said many have misunderstood the issue. The officials said the notification doesn’t apply to the industries including construction companies. The foreign worker recruitment system for the industries and construction companies is the same as before and as in other parts of the country.
