LG test a waste of time; say graduates and civil servants

To be able to contest for the Local Government (LG) elections, candidates must pass the functional literacy and possession of skills tests. However, some candidates who possess degree certificate say that they should be exempted from sitting from the test as it is a “waste of time for them”.

Among the 300 aspiring candidates who sat for the test in Pema gatshel, more than 40 were civil servants. Kelzang Wangmo, a contract teacher from Zobel Geog said it was not necessary for the university graduates to sit for the exam.

Civil servants also said that they should be exempted from sitting for the test. “I have to come all the way from Yelchen School and it takes two days to reach here, I think it is waste of time for people working in far flung places,” said Tsheten Dorji, Principal of Yelchen Community Primary School.

But the test is a must for all candidates wishing to contest for the LG elections according to the Dzongkhag Election Officer. “For local government election, there is no particular qualification requirement. That’s why we have made the test compulsory. Whether you are a PhD or class 12 pass out, you will have to attend this test and produce a pass certificate.”

Candidates said the test should be different for different posts.

The election officials said once they pass the test, they need not sit for the test again in the future.
