Government gives go-ahead, ECB doubtful

The Local Government (LG) election for Thromde Tshogde Tshogpa may take-off soon for Class A Thromdes, Class A Thromdes are Thimphu, Samdrup Jongkhar, Phuentsholing and Gelephu. The government gave the go ahead for the election after they issued the draft delimitation plan for these places.

Although the Election Commission of Bhutan (ECB) is positive about carrying out the election in Class A Thromdes, they are doubtful as to what will happen for the other 16 Dzongkhags.

This, as reflected in an ECB document is inconsistent with the Constitution. The Section 2 of Article 22 of the Constitution states that the country shall have Local Governments in each 20 Dzongkhags comprising of Dzongkhag Tshogdu, Geog Tshogde and Thromde Tshogde.

The ECB still waits for the government to declare the electoral boundaries.
On the other hand, the Cabinet has said that Yenlag Thromdes are not necessary for any of the 20 Dzongkhags. But, according to the Constitution, a Yenlag Thromde representative is required at the Dzongkhag Tshogdu.

At a press conference this morning, the Election Commission said they will have to address these issues before conducting any of the elections.

Meanwhile, more than 5ས700 potential Local Government candidates are preparing to sit for the Functional and Literacy test next week.
