Alleged bullying case reaches court

The Office of the Attorney General (OAG) has forwarded an alleged bullying case to the Thimphu District Court. Thimphu police took up the case after a video clip of a man bullying another went viral on Facebook and WeChat in June this year.

In the one-minute long video, the alleged bully can be seen hitting the victim before forcing him to kiss his shoes and prostrate.

Police arrested four men for their suspected involvement and forwarded the case to the OAG following investigations.

The OAG, in turn, forwarded the case to the court on the 24th of last month. It has charged the main suspect with battery and the other three men with failure to report the crime.

The Thimphu District Court is yet to hold the preliminary hearing on the case.

The alleged bully is a former student of the Royal Thimphu College (RTC) and the victim a first year student of the same college.

According to the OAG, the main suspect had been holding a grudge after he was battered by the victim in March this year.

On the 29th of April, he and his friends went to RTC to take revenge. They called the victim outside the college gate and then took him in their car and left the college campus.

The OAG’s report adds the suspect made one of his friends to make a video of him hitting the victim.

The OAG is seeking a misdemeanour sentence, which carries a maximum prison term of three years, for the prime suspect.

The other three are being charged with violation of the penal code. The offence carries a fine that equals daily minimum wage rate for a maximum of 90 days.
